Carmen Tobar

Senior Advisor

Carmen Tobar is the Global Adaptation Institute’s Senior Adviser and is responsible for the Institute’s participation in national and international forums. This responsibility requires organizing discussion topics and agenda items through coordinated communication with experts, and high-level logistical decision making. Ms. Tobar is also involved in the Institute’s Pilot Projects, including coordinating terms of reference, reviewing proposals and conducting bid analysis. Ms. Tobar was involved in the Institute’s start-up activities, particularly the development of a strategic plan.

As a former diplomat from El Salvador, she has thirteen years of experience in political, economic, trade, and social issues in Washington, DC. Additionally, Ms. Tobar has six years of experience in multilateral trade and social issues work in international organizations such as the WTO, UNCTAD, ITC and ITCB in Geneva, Switzerland.

Before joining the Salvadoran Foreign Service, she served for seven years at major banking and financial institutions in El Salvador managing strategic planning, human resources, and administrative affairs.

Ms. Tobar has broad experience in leadership and management in multicultural and multidisciplinary organizations. She has a deep commitment to social justice and improving the lives of vulnerable populations.
